Osterley & Wyke Green Residents Association have formed The Osterley Neighbourhood Forum (ONF) who have applied to be recognised by Hounslow Council as an organisation to produce a Neighbourhood Plan for the area of Osterley and Spring Grove.

The process is complex but a Neighbourhood Forum create a Neighbourhood Plan for the Neighbourhood Plan Area. The Neighbourhood Plan accesses planning powers introduced by the government, enabling it to build on the Hounslow Local Plan and be able to produce policies that guide and shape the development of their area.

In order to prepare a neighbourhood development plan, interested groups must first establish a neighbourhood area to which a future forum would apply.

The Osterley Neighbourhood Forum was established by a number of Residents’ Associations and individuals in the Osterley & Spring Grove ward for the express purpose of promoting orimproving the social, economic and environmental well-being of the ward primarily through the development and implementation of a Neighbourhood Plan. Such a plan would seek to strengthen and maintain the wide ranging amenity of the neighbourhood as a Conservation area, and as an area identified by the Council as one of significant biodiversity.

The area is basically Osterley and Spring Grove excluding the area covered by the Spring Grove Residents Association. The National Trust as owners of Osterley Park have been consulted and are supportive of the proposal to create a neighbourhood.

The application to establish the area in Osterley is now under consultation from Tuesday 26 April, and the council has 13 weeks to determine the request, starting with a six-week consultation which closes on Tuesday 7 June. Comments should focus on the suitability of the proposed neighbourhood area in terms of its geographic extent.

Both the application and consultation response will be reported to Cabinet and then to the Borough Council meeting on Tuesday 19 July. A decision on whether to formally adopt the neighbourhood area will be made by the council by Tuesday 26th July 2016.
