A Brentford beauty salon owner has been prosecuted with a fine of £4,510 for persistently carrying out treatments without a licence.

Jason Tran, of View Beauty Lounge, High Street, Brentford, had repeatedly ignored warnings from Hounslow Council’s health and safety team.

Council officers visited the salon in May this year and found Tran providing a manicure treatment and asked him to stop as he had not renewed his licence, which had expired in March.

He was advised to apply for a new licence and refrain from carrying out any licensable treatments, but when no application was made, officers paid a second visit to the premises.

Once again, they found a manicure treatment being provided by another person, who was not qualified. Tran was again cautioned and told legal proceedings would now commence against him as he had committed a further criminal offence.

Tran was prosecuted in his absence after failing to attend Ealing Magistrates Court on Monday 9 October. He was fined £2,500 for the first offence [the maximum fine that can be imposed] and legal costs of £1,840. He also had to pay a victim surcharge of £170, bringing the total of the fine to £4,510.
 
Councillor Hanif Khan, Cabinet Member for Community Protection and Enforcement, Hounslow Council, said: “Treatments can cause serious harm if they are not carried out by a qualified person.
 
“That is why we ask businesses to obtain the correct licence and ensure their staff are fully qualified and have evidence that they are capable of carrying out any such treatment.
 
“If this is not the case and businesses flout these rules and regulations, then they will face the consequences, we will not hesitate to take the toughest action possible. The safety of our residents and customers who use these businesses are our priority.”
